If you live in the United States, your first step is to register your phone number at donotcall.gov. It takes 31 days for the registry to take full effect. While this will not stop illegal scammers overseas, it will stop legitimate domestic companies from cold-calling you.
All major cell phone carriers now offer spam blocking apps. Download AT&T ActiveArmor, T-Mobile Scam Shield, or Verizon Call Filter depending on your provider. These apps intercept known scam calls before your phone even rings.
If you are being severely harassed, both iOS and Android have a nuclear option. Go to your phone settings and enable "Silence Unknown Callers." If a number is not saved in your contacts, the call will immediately go to voicemail. Legitimate callers will leave a message.
If a specific number keeps calling and leaving silent voicemails, you need to identify who owns the line. Do not call them back, as this signals to them that your line is active.
